You can. Always. Send any amount, to anyone, anywhere on Earth, at any time, without asking permission from any bank, exchange, or government. No minimum, no maximum, no "we're sorry, we're closed for a bank holiday." You verify the transaction through your own node and broadcast it yourself. The first money in human history this is actually true of, and it's about to be true of yours.
I've made every one of the mistakes already. I locked myself out of a wallet in 2019 and learned the hard way what a test transaction is. The course walks you through the exact dry-run I now do every time: small amount sent, small amount received, recovery rehearsed, signatures tested.
